Secretariat

The Secretariat is responsible for the day-to-day functioning of EAPIRF. The duties of the Secretariat include:

  • Day-to-day implementation of EAPIRF activities in accordance with the strategic plan under the direction of the Executive Committee
  • Monitoring annual budget expenditures and maintaining financial accounts
  • Preparing fund-raising proposals under the direction of the Executive Committee
  • Providing administrative support to the Executive Committee
  • Other duties as directed by the Executive Committee.

CRISIL Infrastructure Advisory, India has been handling the Secretariat function since June 2009. The key members of the Secretariat team are:

Mr. Kulkarni, who has more than two decades of professional experience including 14 years of consulting experience, is a regulatory and privatization expert engaged in providing advisory services to governments and government owned undertakings, independent regulatory commissions, multilateral/bilateral funding institutions and private sector clients in Asia and Africa. In his current capacity as Director of Operations and Thought Leadership, CRISIL Infrastructure Advisory and his previous roles as Director of Power Group and Fuels Group, he has been playing the role of Assignment Director on a number of advisory engagements in Power, Coal, Gas, Transportation, Urban and Real Estate sectors. These involved sector reforms, restructuring & regulation, financial reorganization, analysis of utility and state finances, private sector participation/ PPPs, business valuation and disinvestments.

Mr Sharma is the Head, Energy Practice at CRISIL Infrastructure Advisory. Mr. Sharma has assisted the South Asian Forum for Infrastructure Regulation (SAFIR) in organising various theme conferences, workshops and strategy for SAFIR in South Asian Region. In his role at SAFIR, Mr. Sharma has edited books on Legal and Regulatory Aspects in Infrastructure Sector and Multi Year Tariff Framework. At CRISIL, he manages multiple consulting mandates and also contributes as an instructor and trainer for various outreach workshops, training programs and conferences.
