ExCom

The Executive Committee (ExCom) is elected by the General Assembly of EAPIRF to provide leadership for the organization. While providing overall leadership for the forum, the ExCom performs important roles such as strategic planning, fund raising, coordinating with other regional organizations and providing key approvals related to annual budget, membership fees and new members.

The ExCom members are:

 Mr. Irzal Djamal

Mr. Irzal Djamal (EAPIRF Chairperson)
Chairman, Jakarta Water Supply Regulatory Body

Mr. Djamal worked with the Jakarta Provincial Government for 34 years as a civil servant, holding various positions as staff, Deputy Head of the Jakarta Provincial Planning Board, Assistant for Development, and Head of the Jakarta Busway Transportation. He also held a position as member of the Board of Commissioner of the Jakarta Owned Water Supply Enterprise (2002-2005).

After his retirement in 2007 he was appointed as Chairman of the Jakarta Water Supply Regulatory Body for three year term (2008-2011). As the current Chairman, he is responsible to monitor and oversee the implementation of the 25 year water supply concession agreement between the Jakarta Owned Water Supply Enterprise and the two concessionaires (PT Palyja from France and PT Aetra Air Jakarta, a local firm).

Mr. Djamal graduated from the Bandung Institute of Technology with a degree in Civil Engineering in 1973.

 Mr. Carmine Piantedosi

Mr. Carmine Piantedosi (EAPIRF Deputy Chairperson) 
CEO / Part-time Commissioner, Utilities Regulatory Authority of Vanuatu

Mr. Piantedosi is the CEO of the Utilities Regulation Authority in 2008. His appointment followed 30 years with the electricity industry in Australia including holding management positions in electric utilities and regulation. He participated in the creation and administration of the Victorian renewable energy and energy efficiency target scheme in Victoria with the Essential Services Commission. Previous experience includes Senior Investigator workplace accidents in Queensland energy industry, Senior Project Manager Distribution and Transmission networks, Engineering and Construction in both Queensland and South Australia within the electricity sector.

Carmine holds a Bachelor of Engineering - Electrical (with Honours) from the University of South Australia, and an LLB from the University of Adelaide. He completed the graduate diploma in legal practice in South Australia and was subsequently admitted to the supreme Court of South Australia as a barrister and solicitor. He was also granted admission as a Solicitor of the Supreme Court in Queensland and completed a short term appointment as an Advocate for the energy, resources and infrastructure area. He is also a member of the Australian Institute of Project Managers (AIPM) as Registered Project Manager.

 Mr. Mark John Pearson

Deputy CEO, Regulation, at the Australian Competition and Consumer Commission

Mark Pearson is the Deputy CEO, Regulation, at the Australian Competition and Consumer Commission.

Prior to taking up this role he was the Executive General Manager of the Regulatory Affairs Division and earlier held a similar position in the Enforcement & Compliance Division.

Mark was also the General Manager, Mergers & Asset Sales Branch and General Manager of the Gas Group. After several years in the retail sector in the United States Mark held a number of policy related positions in various Commonwealth Government departments, including the Department of Primary Industries and Energy and the Department of Finance.

He has a Bachelor degree in Economics and a Masters in Accounting.

 H. E. Dr. Ty Norin

H. E. Dr. Ty Norin
Chairman, Electricity Authority of Cambodia

Dr. Ty Norin is the Chairman of the Electricity Authority of Cambodia. He started working in the Ministry of Industry, Mines and Energy of the Kingdom of Cambodia in 1986 and in 1987 was transferred to work in Electricité du Cambodge (EDC), the national electricity supplier. In EDC Dr. Norin was promoted rose through the ranks to become Deputy Managing Director of EDC.

In 2001 Dr. Ty Norin was selected by the Royal Government of Cambodia and was nominated to be the first Chairman of the Electricity Authority of Cambodia.

Dr. Norin is a graduate (Master of Electrical Engineering) from the Institute of Technology Mendeleyev of Moscow, Russia in 1986 and a graduate (Doctor of Business Administration) from Southern California University, United State in 1997.

 Ir. Ahmad Fauzi Bin Hasan

Chief Executive Officer, Malaysia Energy Commission

Ir. Ahmad Fauzi Bin Hasan is the Chief Executive Officer of the Energy Commission. Prior to his appointment as the Chief Executive Officer on 1 April 2010, he was the Chief Operating Officer of the Energy Commission from 1 January 2008, the Deputy Chief Executive Officer, Supply and Safety, from 2005 until 2007 and the Director, Gas Supply and Safety, from 2002 until 2005. Apart from the Energy Commission, he has also served in various government agencies such as the Department of Electricity and Gas Supply, Department of Occupational Safety and Health as well as the Factories and Machinery Department.

He is a professional engineer with over 31 years of regulatory experience. His area of experience includes technical, economic and safety regulation of the gas and electricity supply industries.

He also sits on advisory committees of several bodies and institutions responsible for the development of policies, technical standards, educational and promotional programmes, as well as research projects related to the country’s energy supply and utilisation.

Ir. Ahmad Fauzi received his Bachelor’s Degree in Mechanical Engineering from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom, and his Master’s Degree from the University of Michigan, United States of America.

 Dr. Billy Manoka

Commissioner and CEO, Independent Consumer and Competition Commission (ICCC) of Papua New Guinea

Dr. Billy Manoka was appointed Commissioner and CEO of the Independent Consumer and Competition Commission (ICCC) of Papua New Guinea on 5th May, 2010. Dr. Manoka was formerly Associate Professor and Head of the Economics Department at the University of Papua New Guinea (UPNG). He served at UPNG as an academic for 22 years. He is from Papua New Guinea. Billy was born on August 12, 1962.

Dr. Manoka obtained a PhD in Resource and Environmental Economics from the University of Massachusetts, Amherst USA in 2000. He holds a Masters in Economics of Development from the National Center for Development Studies (NCDS), Australian National University (ANU) (1991) and a Bachelor of Economics (1985) and BEc Hons (1987) from the University of Papua New Guinea.

His research interests as an academic were in Resource and Environmental Economics and Development Economics. Other interests included Health Economics (HIV/Aids). Dr. Manoka has presented papers at numerous international conferences. He has also published in refereed journals (individually and with others) and wrote book chapters. Billy has mentored junior researchers in PNG.

Prior to his appointment as the full-time Commissioner and CEO of the ICCC, Dr. Manoka served as Associate Commissioner (Resident) of ICCC since April 2008 and began to take keen interest in Regulatory and Competition Economics.

 Prof. Emeritus Dr. Direk Lavansiri

Chairman of the Energy Regulatory Commission of Thailand

Dr. Direk Lavansiri is the Chairman of the Energy Regulatory Commission of Thailand. He has a distinguished career spanning over for more three decades in infrastructure planning and development.

In 2008, Dr. Lavansiri was appointed by the King as the Chairman of the Energy Regulatory Commission of Thailand. Prior to his appointment as the Chairman of Energy Regulatory Commission of Thailand he held a number of prestigious positions, such as, Dean of the Faculty of Engineering at the Chulalongkorn University, Associate Faculty at the Asian Institute of Technology and Professor and Director of Continuing Education Center at the Chulalongkorn University. In 2008, the King of Thailand bestowed him the prestigious appointment as Professor Emeritus of the Faculty of Engineering, Chulalongkorn University.

Dr. Lavansiri is also a recipient of a number of Royal Decorations, such as, Knight Grand Cordon (Special Class) of the Most Exalted Order of the White Elephant in 1999 and Knight Grand Cordon (Special Class) of the Most Noble Order of the Crown of Thailand in 1994.

Dr. Lavansiri has completed his Master Degree in Electrical Engineering from the University of Washington, Washington, U.S.A. in 1973 and following that completed his Ph.D. in Civil Engineering from the Oregon State University, Oregon, U.S.A. in 1976.
