Annual General Meeting and Workshop on Competition Policy and Regulation
The event started with the Executive Committee Meeting on 12th November 2007. The meeting was attended by Mr. Thomas Abe, Chairperson of EAPIRF, Mr. Ahmad Lanti, Deputy Chairperson of EAPIRF, Mr. Joe Dimasi and Dr. Ty Norin, Members of the Executive Committee. The meeting was also attended by Apurva Sanghi on behalf of the World Bank, Peter Kelly, representing AusAID, and Harry Koller, the Team Leader of the EAPIRF Secretariat.
The fifth Annual General Meeting of EAPIRF was attended by around 70 participants from 22 organisations in 12 countries in the EAP region. The AGM started on 12th November with a welcome address by the EAPIRF Chairperson, Mr. Thomas Abe. This was followed by opening remarks from Apurva Sanghi from the World Bank, on the progress made by EAPIRF over the years.
Mr. Lanti, our host for the event, then introduced His Excellency Djoko Kirimanto, Minister for Public Works. The Minister welcomed the participants to Indonesia and spoke about the importance of regulation of infrastructure in the region, and the need for capacity building of the regulatory organization in the EAP region. The Annual Progress Report was then presented to the participants by the EAPIRF Secretariat.

The Workshop on Competition Policy and Regulation started on 12th November afternoon with a session on ‘Competition Policy and Regulation – An Analysis Framework for Regulators’. Mr. Ahmad Lanti, Chairman of the Jakarta Water Supply Regulatory Body then spoke about Competition Policy in the Indonesian energy and water sectors. Joe Dimasi from the Australian Competition and Consumer Commission spoke about competition in the Australian infrastructure sectors.
The participants broke out into discussion groups to share their experiences and then posed questions to the expert panel. The participants were highly enthusiastic and had a number of issues to discuss during the session. The participants made use of the opportunity to interact with regulators from other countries in the region, and from other sectors, and share experiences with them.
On 13th November, presentations related to competition and regulation were made by Mr. Mohammad Iqbal, Chairman of the Anti Trust and Monopoly National Committee of Indonesia, Commissioner R.H. Tan of the Philippines Energy Regulatory Commission, Mr. Nguyen Vu Quang of the Electricity Regulatory Authority of Vietnam, Samson Rowaro from ICCC PNG, Harry Koller, and Sunil Kumar. The guest speaks from member organisations spoke about competition policy and regulation in their respective countries while the speakers presented on ‘China’s Anti-Monopoly Law’ and ‘Best Practices in Infrastructure Concession Agreements’.
The AGM and Workshop was brought to an end with an address from Apurva Sanghi, and closing remarks from Mr. Thomas Abe. In his closing remarks, Mr. Thomas Abe stressed on the need for EAPIRF Members to take a more active role in the Forum in order to make it a successful and sustainable organization.
